Offered in a welcoming environment that fosters a hands-on learning experience, these free French programs are specifically designed for people who have recently arrived in Manitoba, and they are funded by Immigration, Refugees and Citizenship Canada (IRCC).
Overview
Our two programs, funded by Immigration, Refugees and Citizenship Canada (IRCC) and offered free of charge to all permanent residents and protected persons, help participants improve their French across the entire Niveaux de compétence linguistique canadiens (the French-language equivalent of the Canadian Language Benchmarks) continuum.
Cours de langue pour les immigrants au Canada (the French equivalent of Language Instruction for Newcomers to Canada) or CLIC (NCLC levels 1 to 4)
This program offers French courses focused on speaking, listening, reading and writing based on everyday themes, such as housing, transportation and education.
Conversation circles (NCLC levels 5 to 12)
Permanent residents and protected persons may be eligible for IRCC-funded spots in other programs offered by the Continuing Education Division. Options are available at the intermediate and advanced levels, and—after passing a placement test—in the Advanced Level French program.
The conversation circle meets in the evening or on Saturday mornings, once or twice a week, for a total of 33 hours (3 hours per week over 11 weeks).
Instructors
Our instructors are experienced individuals from diverse Francophone backgrounds who are familiar with the realities faced by newcomers to Manitoba. Their approach uses practice and discussions related to real-life situations in Manitoba to promote French language learning.

Registration eligibility
To be eligible for IRCC-funded courses, applicants must:
- be a permanent resident or a protected person
- be at least 18 years old
- take the Niveau de compétence linguistique canadien (NCLC) French language assessment at the Winnipeg English Language Assessment and Referral Centre (WELARC)
- be available to take the course as soon as a spot is open at Université de Saint-Boniface
How to register
To register, you must:
- Contact WELARC by email or phone to schedule the mandatory NCLC French language assessment. Proof of immigration status will be required. WELARC will then send us your file.
- Wait for us to contact you via email (check your inbox and spam/junk folder), then answer any questions and fill out any forms included in the email. Once again, proof of immigration status will be required.
- After these steps are completed, you will receive an email confirming that you have been added to the waitlist.
There is no fixed registration period. After taking the NCLC French language assessment and responding to our email containing the questions and forms, the applicant will be offered a spot as soon as one becomes available. However, they may first be placed on a waitlist.
Course confirmation
For CLIC program courses, registered applicants will be contacted by email or phone as soon as a spot becomes available.
For the Conversation Circles program, registration and course details will be confirmed by email or phone on the Thursday before the first class.
